5. Build the head and mouth structure
A smaller sphere on the central axis becomes the head. Flatten its four front faces (scale on Y), extrude and scale them twice to grow the snout, add an edge loop through the horizontal center, shape the top — and extrude the front faces inward to open the mouth, matching the lower faces to the reference.

6. Add the eyes and isolate the completed head
One small sphere per eye: place the first, Mirror it across Y for the second. Move all the head elements to their own locked layer and get ready for the legs.

7. Model the first leg and duplicate it symmetrically
Another sphere becomes the first leg — positioned from the Top view, four faces extruded from the Right view, bottom faces flattened on Z. Fit it against the body for a solid union, Mirror it for the opposite leg, Alt-drag a copy for the back pair and mirror again. Hide the references once the turtle is complete.
